For this pattern combination, I started with creating a new 2 inch by 2 inch blank file. I filled it with my Pattern 82. I then filled in the background (Paint Bucket Tool with 'Contiguous' unchecked) with my Pattern 18. I then changed the colors to what you see below and saved the pattern.
